Management Using Superintendents to Perform Dispatcher Work

Attention: All Road Dispatchers

We learned today that management has begun sending Superintendents out into the field to stand on the street and tally buses. Today there was a Superintendent at Hugh Grant Circle in the Bronx clearly performing Dispatcher work.

For reference, the TSO Bronx Division had two posts at that location totaling 16 hours for many years. Those posts were eliminated in January 2026 as part of the Department of Buses’ new plan to monitor bus service remotely from the Command Center.

As many of us predicted, this model is failing.

The BX11 route is now running terribly because there is no Dispatcher at the location to monitor operators and make real-time adjustments to service. Instead of assigning a Dispatcher on overtime to properly cover the location, management is attempting to use Superintendents to perform bargaining unit work.

We have an emergency meeting tomorrow with Frank Farrell to address this situation. If necessary, we will file a charge with the New York State Public Employment Relations Board (PERB) over this violation.
